Decentralization and Democratic Governance in India

Decentralization is an important dimension of democratic governance because it can transfer selected responsibilities, resources, and decision-making authority from higher levels of government to institutions closer to citizens. In India, decentralization has developed through constitutional, political, administrative, and fiscal arrangements, with the 73rd and 74th Constitutional Amendments providing a major framework for rural and urban local self-government. Decentralization can improve participation, accountability, responsiveness, representation, and local development, but its effectiveness depends on genuine devolution of functions, funds, and functionaries. This paper examines nine major dimensions of decentralization and democratic governance in India, including constitutional foundations, local institutions, political participation, fiscal decentralization, administrative capacity, inclusion, accountability, development, and contemporary challenges.
